According to the NJDOT straight-line diagram, county jurisdiction begins at Hobson Avenue, which is accessible from NJ 23 through a one-lane, 7-foot-high underpass of the Erie Railroad, which has just crossed the Passaic River. However, it only starts to look like a county road after about 0.15 mile, when it reaches the actual course of the old Newark-Pompton Turnpike. It stays with that course for perhaps a quarter-mile, until US 46 gets in the way. The road bends sharply to the right but remains under county jurisdiction for about another tenth of a mile before reaching a section that is considered part of the Spaghetti Bowl interchange, under NJDOT jurisdiction.
