State Highways of New Jersey

The road was created in order to provide a free alternative, with more interchanges, to the New Jersey Turnpike as it made its way alongside the Delaware River in southern New Jersey. The Delaware Expressway, I-95, is its counterpart on the west side of the river, going through Wilmington and Philadelphia.

As originally envisioned, I-95 was to be separate from the Turnpike south of interchange 10 in Edison. I-95 would travel west along with I-287 for about four miles, to Piscataway, and then head south along the “Somerset Freeway” to Ewing, where it would cover the last five miles into Pennsylvania, dovetailing into an extension of the Delaware Expressway. (The original Delaware Expressway ends at PA 413, an approach to the Burlington-Bristol Bridge.) The extension was built, but the Somerset Freeway was canceled in 1980 amid protests from local landowners who feared deteriorating property values as their bucolic farmland was torn through by the major Interstate highway between Florida and Maine.

While I-295 was originally signed all the way to the proposed merge with the Somerset Freeway, the designation of the “northernmost” four miles changed in the early 1990s. The stretch between the proposed merge and US 1 in Lawrence is now considered part of I-95. The nine miles of I-95 between Ewing and Lawrence are internally called Route 95M by NJDOT. The I-95 designation also applies to the Turnpike down to interchange 6 in Mansfield, and then over the Pennsylvania Extension to the state line in Burlington.

PennDOT and the Pennsylvania Turnpike Commission are proposing an interchange between the Pennsylvania Turnpike, I-276, and the Delaware Expressway extension, I-95, over land which was never acquired when the Delaware Expressway was extended. Once this is done, probably in the late 2010s, the status of I-295 will again change. Two proposals have been floated. One would extend I-295 into Pennsylvania and down the Delaware Expressway extension to the new interchange. The other would terminate I-295 at the interchange with I-195 and NJ 29, and the 16 miles of road north and west of that interchange would become part of I-195.
