State Highways of New Jersey
NJ 139 is the former US 1/US 9 Business routing between the Pulaski Skyway and the Holland Tunnel. When the Business banner was removed from the road, NJDOT decided to call it 139 because the numeral 3 bears some resemblance to an ampersand (&), and people usually call the main road “1 & 9”.
When the covered roadway was built in the late 1920s, the State Highway Commission also built flanking surface roads. These are also considered part of the state highway system, logged below as NJ 139 Upper.
The legislated east end of NJ 139 is the New York state line under the Hudson River. However, I-78 overlays NJ 139 from Jersey Avenue to the state line, one of the few stretches of Interstate highway with traffic lights.

These are the surface roads built when the State Highway Commission built the covered roadway to the Holland Tunnel. The highway is logged by NJDOT as NJ 139U.
