NJ 167 consists of two stubs of old NJ 4 (now US 9) on either side of the Mullica River.

In the early 1950s, the old causeway was replaced by a new bridge to be shared by the old highway and the new parkway. Parts of the old road across the swamp are still visible during low tide. In the meantime, US 9 joins the Garden State Parkway for two miles.

The other stretch where the Parkway bypassed NJ 4, through Toms River, is NJ 166.
