State Highways of New Jersey

NJ 28 originated as the Easton Turnpike, a road connecting the Delaware River cities of Easton, Pa., and Phillipsburg, N.J., with points east. The turnpike and the Jersey Central Railroad ran parallel to each other for much of their length, and soon the road was reduced to local traffic. With the rise of automobiles and the increase in highway traffic, the State Highway Commission took over the old turnpike as NJ 28, legislated in 1927 as running “From Phillipsburg, through Clinton, Whitehouse, Somerville, Plainfield, to Elizabeth.”

In the 1930s, US 22 was designated as overlaying NJ 28 between Phillipsburg and Bridgewater. That section lost its NJ 28 designation in 1953, when the state removed most highway concurrencies except for brief overlays. The western end of NJ 28 became US 22 in Bridgewater. The highway is essentially intact from Bridgewater to Elizabeth.

NJ 28 is part of a major highway merge at the Somerville Circle, which, contrary to its name, actually sits on the border between Bridgewater Township and Raritan Borough. US 202 (formerly NJ 29) comes up from Flemington, to the southwest, while US 206 (formerly NJ 31) comes up from Princeton, to the south. The two US routes leave the circle together, to the north, while NJ 28 runs east and west through it. The interchange was reconfigured in the early 1990s so that US 202 flies over the circle uninterrupted, but traffic using US 206 or NJ 28, or mixing with US 202, must still use the circle. (The highway number NJ 31 has been reassigned to an unrelated highway, while NJ 29 was truncated to Lambertville and then extended along the Delaware River to Frenchtown.)
